Banned England football thugs will be free to travel to Hampden for next month’s World Cup clash against Scotland because police are powerless to stop them.

The FA have a list of more than 2000 known troublemakers who have their passports confiscated to stop them travelling to England matches outside the UK.

But senior sources say they are very concerned over the increased potential for trouble at the Hampden World Cup qualifier on June 10.

They admit there is no way to stop hooligans – including 34 members of the England Travel Club being investigated over shameful scenes at a friendly in Germany in March – from crossing the Border for the match.

Instead, they are working on a series of measures to try to disrupt them or identify them if they reach Glasgow.

The detailed proposals include:

● Ordering the banned fans to register at police stations far from Glasgow at the time of the match.

● Deployment of a police surveillance unit using facial recognition techniques in Glasgow.

● Embedding the FA’s own match stewards in the Hampden security operation.

Police Scotland said yesterday they were liaising with counterparts from England over the strategy.

And transport police chiefs said they are planning their biggest operation of the year.

A senior FA source said: “A football banning order usually means handing in of a passport.

“The usual powers available to the authorities don’t apply here though, which is causing a degree of concern.

“On this occasion, because a passport is not relevant, those on banning orders could have to report to a police station at a set time.

“That would be inconveniently arranged so they weren’t in or around Glasgow at the time of the game.

“That is in hand with the police.”

Another source with knowledge of the security operation added: “A lot of preparation has gone into this match. There will be English stewards brought to Hampden by the FA.

“There will also be a sophisticated operation to identify known hooligans and keep them under surveillance.”

England have been allocated 4761 tickets for the game at the National Stadium, which holds 52,000.

There were 230 arrests amid violentscenes across the city when the two countries last played a competitive match at Hampden in 1999.

England beat Scotland 2-0 in in the first leg of a Euro 2000 play-off.

In 2014, police made 26 arrests during a friendly match between the two nations at Celtic Park.

Home Office figures last November showed there were 2085 banning orders in place preventing thug fans from travelling abroad for matches.

It is anticipated more could be banned following the disorder at the Germany v England game in Dortmund in March.

The FA are already investigating 34 members of the official England Supporters Travel Club following “unacceptable behaviour” during the friendly.

A 1-0 defeat for England saw the German national anthem booed by some away fans, who also chanted songs referring to the two world wars.

FA chiefs say investigations are still ongoing and they will impose more sanctions if necessary.

Among the notorious thugs who police are keen to keep out of Glasgow is Daniel Warlow, 24, from the West Midlands.

The Birmingham City fan was banned from watching football for five years for throwing a chair during Euro 2016 clashes in Marseille with Russian fans.

He was already on a football hooligan watchlist after being involved in several clashes between fans at domestic games since 2009.

Another fan banned from travelling to England away matches and from attending domestic fixtures is Jack Hart, 26, from Fleetwood, Lancashire.

He was caught on camera hurling glass bottles at rival fans at Euro 2016.

Figures show 124 banning orders are in place against fans from Newcastle, which is only a three-hour drive from Glasgow.

Scotland’s assistant chief constable Bernard Higgins ​said last week: “​Public safety is paramount and a robust policing plan will be in place for this football fixture. We’re working with our colleagues from England and the Scottish FA to ensure spectators attend and leave the event safely and with minimum disruption to Glasgow and the wider communities in Scotland.”

British Transport Police said policing the June 10 game in Glasgow would be “the largest event which BTP will police in Scotland this year”.

A spokesman said: “This is a hotly anticipated fixture and plans are being established to help fans get to and from the game safely.

“BTP officers will be on hand at train stations, as well as on board services to and from Glasgow Central station.

“We are the experts in policing the railway environment and plans are under way to ensure that we are prepared for every eventuality.

“We want everyone to have a safe and enjoyable journey towards Hampden Park as well as other local venues throughout the nation.

“Train services will be busy into Glasgow Central on June 10 and we would advise fans to plan ahead and make sure they book themselves on to services.”

A spokesman for Virgin Trains’ west coast route said: “We know there’s a lot of excitement about this match and we’re looking forward to taking people from England to the game.

“We’re supporting Transport Police to ensure everyone has a safe and enjoyable journey and would ask customers to be considerate to other people when travelling.”

The company said they anticipated levels of fans travelling north for the game could be accommodated within their normal timetable.

A ScotRail spokesman said: “We’re working with others in the industry and plans are in place to strengthen services to and from Glasgow, from Edinburgh and the North, as well as to and from the stadium.”

The SFA refused to comment on security surrounding the clash.

An FA spokesman said: “Banning orders are a matter for the police.”

Can't wait for this game will be a busy ten days of travelling - back for champions league final then Scotland V England and then finally England v France in Paris :thumbup:

seems a bit OTT , these same fans are subject to exactly the same restrictions on a weekly basis . just cant see 2000 men who i assume are obeying the terms of their banning orders suddenly having a rush of blood and heading north in droves.

Been there and done that and won't be stepping foot inside Russia ever again - went about 8 years ago and was bad then - only place I been where they let the away fans out first as I think had they not it would have been a massacre

Two thirds of England' fans including woman and kids got attacked some very severely
