Sadly, individuals (many of whom can afford it) will see to it that doesn't happen. The usual "I was there at the point of glory" suspects will be out in full force desperate to get tickets and sadly some will be ready, willing and able to pay!
In the meantime, the touts will take full advantage, as no one (including the authorities) seems to care about them and/or what they do anymore!

Spot on. By making it legal and controlling it, you limit the opportunity for scams and illegal situations.
I buy Toronto Maple Leafs, Raptors and Toronto FC tickets second hand all the time when I pop out to Canada, have NEVER been scammed or paid massively over face value.

Good idea but what about the touts who can buy hundreds of tickets in one go before joe bloggs can get hands on them? Then sell at inflated prices, does this happen in usa?

To be fair, I'm not sure. But most of the time it's people's season tickets that are sold on a game-to-game basis. The season ticket holder is protected when selling. I've pretty much had a paper ticket version of someones season ticket. So the season ticket holder has their season ticket blocked for the game they advise that they're selling the ticket for.
