Who can call games off?

Looking at most of the facts regarding Sunday thought look at who can calls games off? Police can for mainly security or public order reasons , safety group can but normally when it's only within venue & adjacent land but not a mile away! !! Referee can when within stadium structure or pitch but After consulting both managers, efl can obviously !
Club cannot do so without consulting efl & getting permission ( which didn't do ) Police and sag can do so without needing permission of efl and as been stated neither called game off So where does that leave derby ? Up the creek without a paddle by look of it!!!
Ps anyone else who can call game off??
