If there was an issue with him playing for Wales his club manager would block him from going, just like NW did with Gunners last international break
Don't think a club manager can actually block a player from joining up with his national side, just apply pressure if there is an injury concern. Unless the rules have changed recently.

SAF did it numerous times and NW blocked Gunners going in September
