Actually if it is from another FA then he could go to Nantes as the rule only applies to to a club that comes under the same football association!

think your wrong mate , its a FIFA rule which means all clubs in all continents.
you can be signed for 3 clubs but only play for 2 during a season, I think there is an exception if seasons overlap.
