The established powers, including the army, are still pulling the levers. Real change would involve a challenge to the army and that looks unlikely.

it's a double edged sword.
on the one side he was a autocrat who controlled the people through his secret police that raped and murdered civilians and kept them impoverished.
on the other he refused to be intimitated by radical islamic fundamentalists and imprisioned/killed them and that in turn kept religious hatred of all faiths in egypt in check.
egypt now has to find a leader who can help their people prosper without selling out to the west and keep the extremists at bay.
