Why do we get the bad loan players?

Except for Ramsey,who we class as our own,how come we end up with such bad loan players who make little or no impact,this has been going on for years,i mean,if they were any good they would still be with their parent clubs surely.
Some of these players are a laughing stock,why bother?

Bad management just turns them shit?

JET had a terrific spell at Donny Rovers & is rated big time at Arsenal but I must admit when I've seen him this season he looks shit.
