Derby don't exactly hold out for high offers on their players..
Derby signed Connor Salmon and Richard Keogh at the start of the season for big money, so I don't think they are in severe financial trouble or are in a position to sell their best players on the cheap.

To be honest Derby haven't really done anything for the past few seasons and I can't really remember them having a player good enough to sell for 2 million since dropping from the Premiership with the record low points total all those years ago. I have just found out Brayford's contract ends at the end of the season, so Derby could well cash in on him now to avoid the risk of losing him for nothing at the end of the season.

Which means they will not hold out for a really high offer because otherwise the lose him for nothing!
