Although he would be available on a Bosman deal, wages would clearly be an issue for the Bluebirds, although that hasn't stopped the bookies offering odds of 33/1 for Toure to make the move to the Welsh capital this summer.
West Ham are the 1/2 favourites to sign the former Ivory Coast international, with Everton being the 6/1 second favourites to secure his signature.
Robert Huth (Leicester City) - 14/1
Huth is another Premier League star now out of contract having been released by Leicester City this summer.
The 33-year-old German enjoyed two magnificent seasons at the King Power Stadium, helping the Foxes claim Premier League glory in his first campaign with the club.
But his final season at the club was a write off due to injury, and he's 1/1 to return to former club Stoke City with another of his old club's Middlesbrough are the 9/4 third favourites — behind Aston Villa — to sign him in the coming weeks.
Bookies are offering odds of 14/1 for Huth to join the Bluebirds.
James McClean (West Brom) - 14/1
The Republic of Ireland international broke Welsh hearts at Cardiff City Stadium last October, but he has been linked with a move to the Welsh capital this summer.
However, those links have since cooled while Warnock has already brought in a new winger in the shape of Murphy from Norwich City.
Nevertheless, bookies still have Cardiff as the 14/1 third favourites to sign McClean who has one year left on his current contract with West Brom.
Stoke City are the 2/5 favourites to sign him, putting them ahead of 8/1 second favourites Celtic.
Gareth Barry has been linked with a move to Cardiff
Gareth Barry (West Brom) - 4/1
The shortest odds offered for any player to make the move to South Wales, Cardiff are listed as the 4/1 second favourites behind Aston Villa (7/2) to sign Barry.
While he has vast amounts of Premier League experience with Villa, Man City, Everton and West Brom, there's no doubt that at the age of 37, his best days are behind him.
Barry looked certain to leave The Hawthorns after being disciplined by the Baggies for an incident which saw a taxi being stolen in Spain while West Brom were away on a training camp, but it appears he will now stay after triggering a one-year contract extension with the club.
Rangers, Wolves, Brighton, Bournemouth and Newcastle are among the other clubs listed.
Oliver McBurnie (Swansea City) - 16/1
Yes, you read that right.
Having been already linked with former Swansea goalkeeper Lukasz Fabianski this summer, bookies are now offering odds of 16/1 for striker McBurnie to move up the M4 from the Liberty Stadium to the Welsh capital.
A boyhood Rangers fan, BetVictor have the Ibrox club as the 1/2 favourites to sign the Scot, putting them ahead of both Leeds United (6/1) and Derby County (12/1).
Ben Gibson (Middlesbrough) - 20/1
Having signed a new five-year deal with Boro as recently as last summer, it's clear that clubs pursuing Gibson's signature would have to fork out a hefty sum.
But a host of Premier League clubs — including Southampton and Everton — are reportedly interested in the defender.
The above pair mentioned are the two favourites to sign Gibson while Cardiff are way back at 20/1.
Danny Ings (Liverpool) - 20/1
Injuries and the form of Mohamed Salah and co. have meant Ings' Anfield career hasn't exactly gone to plan.
And despite Liverpool's intentions to keep the striker on Merseyside, Ings has made it clear to manager Jurgen Klopp that he wants to move on to pastures new to secure regular first team football.
He still has two years left on his current deal with the Reds and would most likely command an eight-figure sum from potential suitors.
Southampton are the 2/1 favourites to sign the Liverpool frontman while former club Burnley and Crystal Palace are the 3/1 joint second favourites.
Newcastle, West Ham, Fulham, Leicester and even Liverpool's Merseyside rivals Everton are all ahead of the Bluebirds in the list off odds, with BetVictor offering 20/1 for Ings to make the switch to South Wales.
