Nerd what Sludge said is perfectly correct Brown did wait until it was certain a new Government was ready. Whether the deal was officially signed off is neither here nor there because a deal was in place and Brown went at the earliest oppotunity he could.
That must be the case because David Cameron basically followed Brown into Buckingham Palace to accept responsibility in forming the next Government.
BTW the fact Brown wasn't even elected Labour leader is a complete non-issue. We elect Government's in this country not President's. In 2005 the UK voted for a majority Labour Government and whoever leads that Government is up to Labour, not the electorate.
