The current Cardiff team would struggle in the Premiership, floating around the bottom 6. They would have to spend big or be very clever in the transfer market to survive. Spending big would create even more problems for the club. Thats is being realistic. Look at Reading or Southampton - better than the Cardiff team of this year yet struggling.
