They're not breaking any rules. Championship teams are allowed up to 5 domestic loans in their match day squad but there is no limit to the amount of foreign loans a team can have in their team. It's a stupid rule but legal all the same.

You can loan as many foreigners as you like you just can't play them, I don't see the problem myself.

Watford or any team can get in as many players they like on loan from abroad,not sure if the same rule then goes ahead with how many they can have in a match day squad.

You can have 5 loans in squad on match day and only 4 on pitch at any one time.
