You need to change in under the 'User Control Panel', 'Board options', and set the 'Summer Time/DST is in effect' to yes

Sorry been too busy today! Just noticed it too
I've changed the settings, but it seems that users still need to change their own settings.

As Jon says, go to user control panel, click board preferences and click yes for 'Summer Time/DST' and press submit
