Should be that be less than 3 kids Merlin?
I would have thought the more "kids" you have the more one should pay, they do need to have a bath once a week whether they're dirty or not.

Dont have to be metered can be on a rateable value (unmeasured) mate all else correct. You can also apply for Customer Assistance Fund that can write off all your debt, but you must see CAB and they will send in an application for you.
