there is a specific criteria you must be eligible :

Watersure (formally Vulnerable Group Tariff)
This tariff helps low income customers who are on a meter. It does this by capping their charges at the average bill. You need meet specific criteria to be eligible:

1.The supply is metered and is only a household supply;

2.The bill payer or a member of the household is receiving a qualifying benefit or tax credit; AND

3.There are 3 or more children, under 19, for whom child benefit is claimed, or someone who has a medical condition that requires significant additional use of water, in the house.

I would have thought the more "kids" you have the more one should pay, they do need to have a bath once a week whether they're dirty or not.

NO! Its too help families who struggle financially! if you are claiming any benefits for 3 or more children (tax credits/child benefit) then you are entitled to apply - call the number tomorrow!
