Anyone recommend a good air con unit?

And are they loud and do they cost a lot in electricity. I am really struggling with the heat. Up at 3.45 am today. Couldn't sleep.

what about a mobile condesor, fill it with water and it blows out cool air, got 2 in the atic, work a treat

They were selling these down Cosco, not sure of the make though.
