Rules under embargo

I was under the impression that under a transfer embargo no players could come in or go out. It sounds stupid none being able to leave I know but from what I recall when under an embargo last season it was said on here that no one could leave because of it. Or maybe I dreamt it?! And what happened with Quinn?

We can't sign any players, unless we have less than 20 professionals, but we can sell all our players if we wanted to
