Does this mean the embargo ends Thursday or as Annis and Carl say he is one of the three ?

Koumas To Join Cardiff on Season Long Loan
Wigan midfielder Jason Koumas has agreed to join Championship side Cardiff City on a season-long loan deal.
The Welshman has found first team opportunities difficult to come by making just 10 appearances for Latics last season, his last against Notts County in the FA Cup.
The deal is expected to be fianlised on Thursday.

He is one of the 3 players Allowed, But watch This space regarding Embargo
