I suppose it depends on you're definition of 'harmless' but I agree with Sven.
He's a nuisance to players and other fans in his vacinity and for me that means the man is not 'harmless'.

Don’t know any details but I think there was an ‘incident’ between him and Tom Heaton that went beyond ‘harmless’.
