I thought the windows are for BUYING so English clubs cannot now bring in players but the Scots can.

No they can't as our transfer window has closed! Scottish clubs can buy til midnight

i dont think loovens will come back to the city, didnt he say things like, im leaving for a bigger club, its a step up not a step backward ?

We still have a bit of time to get him on loan, but thats the extent of it.

Exactly, and there would be no point in having long term loan players if they cannot play.
