Steve Borlye said this to me in a reply to a post on CCMB sometime last year before the new stadium opened

I thought to get to 35000 the canton, ninian and family stands would extend back further remaining single tier, but the stadium has the infastructure to become two tier to get 40000/50000?
If memory serves me right the original plan was a "35000 bowl" but was reduced to 27000 odd to reduce costs
