I'm pretty sure the UEFA line is that nation with only two games in an international window are "actively encouraged" to play a friendly in the same period.

It is a fifa stipulation that a friendly must be played in international window if team doesnt have qualifying game.... you'll note some teams have 3 qualifying games while wales got 2... no idea why but thats football for you.. no rationale

5 team group. Each window one of the teams won't have a game.
In any other season I'd say it's a good thing. Generate funds, test yourself, give the fans a 'big' game, etc. But this season is already so congested.
