Has it? No not really. The big and important decisions are made in Westminster.
Bridgend has just announced. The socialist BBC are trying to big it up but in reality the important elected politician for Bridgend is a conservative MP voted in a much bigger turn out than for the socialist elected to the tin pot assembly down the Bay.
