Pep has won trophies in 3 of the top 5 leagues, won the Champions league with 2 of those clubs, and has now led City to winning the title 4 times in a row, which hasn't been done before.
On the flip side, Sir Alex did it without the backing of one of the richest people in the world, and created superstars from nothing. The 99 treble I believe is a bigger achievement than Man City's treble.
