It would appear Bournemouth are up for a deal on Moore.
Cardiff offered to pay the Cherries £26k per week last January, but the Welsh international went on loan to Ipswich who covered all the striker's £40k per week wage.
However, Ipswich would seem to be available again now and it is thought Bluebirds head coach Erol Bulut sees Keifer Moore as his first pick at number nine.

Moore spent the second half of last season on loan at Ipswich Town, playing a crucial role in the Tractor Boys achieving promotion back to the Premier League for the first time in over 20 years.
The Wales striker scored seven goals in 18 games for the Suffolk side, having netted twice in 13 appearances for Cherries earlier in the season, although most of his minutes came off the bench.
Moore joined Cherries from Cardiff City in January 2022 for around £4.5million including a £million bonus, Cardiff received and scored the goal which clinched promotion from the Championship.
He has one year remaining on his contract at Vitality Stadium.
Iraola unsure how different team will look for first game of next season
Asked if the 31-year-old will be back at Cherries for pre-season, head coach Iraola said: “All the players we have on loan, they will return at the beginning of July.
“Then in these situations, for me, I always say it, first we have to listen what they want to do.
“If they say ‘I prefer to leave, because here I am not going to have the minutes I want’, then we have to discuss with the clubs, so the money works and everyone is happy.
“They might tell me ‘I want to stay here and fight for the minutes’.
“They are our players. They’ve played some minutes this season with us and I value them.”
Quizzed further on if he sees Moore as having a future at Cherries, Iraola added: “Yes, he could, of course.
“I am very happy. I am sure he has showed he can score goals, but if he would like to move on we would not stand in his way.”
“He is a very good number nine.
“But it is very difficult, even for Enes (Unal).
“Enes is doing very well, and it is difficult for me to give him more minutes, because right now, we have Dom Solanke.
“Dom is playing so well that he is not giving a lot of chances to the other number nines.”
