They make the bulk of their money from advertising. The more people who visit the site, the more they’ll get from advertising.

From a business point of view, they have to make the title ambiguous.

If the headline was:

“Cardiff City news - Willock and Chambers having medical with the club but Kieffer Moore is joining Hull”

Well there then would be no reason for anyone to visit the website. All the information is in the headline.
