I have been reading about club ownership in Germany and I understand that Clubs in the Bundesliga Division 1 & 2 are only allowed to participate if the supporters of that club own more of the club than the owners
See Below
https://www.bundesliga.com/en/faq/what-are-the-rules-and-regulations-of-soccer/50-1-fifty-plus-one-german-football-soccer-rule-explained-ownership-22832I like the idea but wonder whether, if the football regulator enforced something similar, whether it would work in our country.
Interested in your thoughts.

Was muted years ago to have Germany system but think they said wouldn't work here because of way football finances are set up in UK? There is or use to be fans co-operative but clubs cannot progress up the pyramid because fans don't have the money to invest in club.. Swansea was last of clubs fan owned in championship but new owners wanted total control if remember was lot of animosity over it .. it simply won't work here to much money involved

Would never happen in England because it would weaken the Premier League's standing on a global scale.
Not in the regulator's interest either because it would reduce English football's revenue.
It works in Germany but apart from Bayern, that's a reason why the top players don't go to Germany - the money isn't there.
