That's what was said. Not sure if it was rumour or fact.

There is more money than last Jan transfer window that's for sure 
It just comes down to what players we want to bring in. If you're looking for 3 or 4 players you don't want to spend all of it on just one, tho' it has appeared in the past that we have done just that.
Will be lots of talk and bartering, but little action at the moment. It's like a giant chess game as not many sides have got the ready cash to spend so they need to move the pieces around to get what they want
There is 2 weeks to go and I don't think much will happen until the last week at the earliest. That's when teams will be looking at their second or third choices and for bargains. Loads of teams who have players with contracts ending in the summer trying to get at least something.
