Don't think that's unusual actually even in this day and age.
It simply means that the bid is then firm and in writing with proper signatures etc (unlike say e-mail)

1517: While we all wait for further news on those two biggies, here's BBC Sport's David Dulin with news from Wales: Preston have turned down an approach by Cardiff City for goalkeeper Andy Lonergan. PNE Chairman Maurice Lindsay said: "Andy Lonergan was coveted by Cardiff but they didn't value him very highly. Even so, we probably wouldn't have sold him."

That has come up on BBC Sport. So we've got two pretty decent keepers for this level and we put a bid in for the keeper Preston fans have touted as 'Calamity Lonergan'??? Jeez, is Santiago really that bad as a third choice or do one of our two boys want to leave???
