A question about transfer embargoes....

If a club is under a "Transfer Embargo" clearly they cannot purchase any new players.

But my query is - Is it not also the case that players cannot be sold?

If this is the case then this could explain why the HMRC have not been paid straight away. For me it would indicate that certain people, who are paying this bill, would want to ensure that some of the players who are here will not be sold during the transfer window.
