Why haven’t we addressed the midfield?

Afternoon,
It’s now the second season where we only have one number ten type player. In a sporadically fit Tomlin.
We have three lads who are essentially the same, ‘industrious’ but one paced and unable to create anything which isn’t lateral.
I’m really struggling to understand why this hasn’t been a priority in terms of recruitment? And why it hasn’t been addressed? All of us on here can see the issue. Yet nothing has been addressed?
The 3 million on Pack is outrageous in the wider context too
